BuildFile: use py3-sqlalchemy

Due to python3 migration, the sqlalchemy tool is now called py3-sqlalchemy. this should avoid the SCRAM warning

• Changes in the ticlTracksters_ticlSimTracksters__RECO_obj_ticlIteration content are visible in all Phase2 related comparisons since a couple of days, and therefore unrelated from this PR If I understand the issue well enough, they will likely go away as soon as initialize Trackster::iterationIndex_ #34858 will get merged.
