PR description:
Updated Phase2 L1 CaloJet/Tau code from CMSSW_10_5_0_pre1 release to new data formats in CMSSW_11_1_3 release and added minimum code necessary to produce CaloJets/Taus (L1Trigger/L1CaloTrigger/).
PR validation:
Ran python test script to test full CaloJet sequence (L1Trigger/L1CaloTrigger/python/L1CaloJets_cff.py) using latest VBFHiggsTauTau samples. Also successfully produced efficiency plots for CaloTaus.
