dev/core#148 Activity Separation field changes the default behaviour

Overview

Activity Separation field was recently added. Some of the users without realizing might select the first option that is Create separate activities for each contact which might confuse them since that's not how it behaved earlier.

@seanmadsen are you able to weigh in - per comments above this change is really requiring conceptual agreement along with #11916 & I think we should figure out whether that is something that can be done fairly quickly, or close the 2 PRs & resolve the concept in gitlab

I'm going to close this & track in github since it's stalled on concept approval & it would need people to weigh in. It's not really a recent change anymore so the calculus of what people might expect has changed
