  Focus is always set to first tab

  Windows 10 x64

Brave	0.18.23

Muon	4.3.10

• Steps to reproduce:

  1. Clean install 0.18.23
  2. Close existing tabs and open a new tab and visit a new domain
  3. Close the browser and reopen
  4. Webview is not shown only blank page is shown, hover over tab, shows page view
  5. Open a second tab, visit a different domain
  6. Keep focus on the second tab and close/quit the browser
  7. Relaunch the browser, focus is set to the first tab

• Expected result:
  Focus should remain on the last active tab and for a single tab page view should be shown when launched

  Yes

  Not on 0.18.14, Found the issue from 0.18.20 onward

With a single tab in window, after relaunch if navigated to other domain, page view is still not shown until mouse over the tab

I believe this is a duplicate of #10038 which should be fixed with #10095

Moving to 0.19.x and assigning to @bbondy
