Description of changes:
Takes the latest updates for glibc which include several CVE fixes (CVE-2023-4806, CVE-2023-5156, and CVE-2023-4911)
Testing done:
Built an aws-k8s-1.28 and lauched it as part of a cluster. It came up and connected. I hopped on and spot tested that things work.
