Migrated to Vite and Carbon v11

A major and much needed update to the DX. Dev startup time is a magnitude faster due to Vitea and SASS modules in Carbon 11 and the latest version of the Carbon Addons component library. HMR is near-instant due to Vite.

Users get modern bundling with Vite and the latest major version of the Carbon design system.
