Validate docker < 4.3 on mac #792

What would you like to be added:
Add to docker preflight check to verify that on mac the version of docker desktop is less than 4.3.0 to avoid issues creating the kind bootstrap cluster.

Why is this needed:
See #789 for more information on the root issue.
