This is a fix based on cppcheck duplicateBreak warning

planning/behavior_path_planner/autoware_behavior_path_start_planner_module/src/start_planner_module.cpp:905:3: style: Consecutive return, break, continue, goto or throw statements are unnecessary. [duplicateBreak]
  return order_priority;
  ^

This modification is just to avoid cppcheck warnings.
