Add language selector in UI

It would be good to have language selector in AWX UI, similar to the one in Private HUB

Steps to reproduce

1. User login in UI
2. Default language is browser language
3. User can select other language using a selector in top right corner on the page
4. When user logs in again, previously selected language is used
5. User has an option to reset selected language to browser default

Current results

Currently, only browser language is used, no way to change language in application UI

Sugested feature result

The feature will allow to see application pages in any language which AWX supports, which is helpful for locale developers, or for better understanding in case of not clear translation
