Fix issue #4190

This fix addresses issues raised in #4190, i.e. it mentions seconds as the units.

There are no changes in behavior for the user

  • Make sure to use full sentences with correct case and punctuation, for example: "Fix issue with non-ascii contents in doctest text files."
