- Update NuGet packages - Update Docker images used for local development & testing - Update CI pipeline agents, tasks and tools - Install Colima on the macOS-based agent since it's not present out-of-the-box - Install qemu due to abiosoft/colima#1188

Description
It is not possible to run Colima in a new Mac after Lima 1.0.0 was released.
Colima requires
qemu-imgto convert the downloaded image from qcow to raw, but the utils is not shipped withcolimaformula.It is shipped with
qemuthat was previously a dependency fromlimaitself.Now Lima has no longer this dependency
