Beta-1: Initial (tested) release

This is the first (public) BETA release of the MultiSign Tool.

Tested with:

• Google Chrome (web)
• Google Chrome (Vue dev-mode, npm run serve) from localhost:8080
• Google Chrome (from local filesystem, file://...

Working:

• Both Testnet and Livenet (thanks for the explorer https://bithomp.com)
• Setup MultiSigning (create signer list)
• Create individual signatures
• Combine signatures
• Submit transaction
