This PR updates the package preference to TileDB Embedded 2.18.1 which was released earlier today.
We observed some fragility in the CI setup for macOS which lead to two minor updates for the
r-ci.sh(updating which R version gets fetched on macOS, and showing more log output) plus two (temporary ?) "suspensions" of test files on macOS.
