Upgrade CI environment to Node 10, remove builds for < Node 8 #5314

Issue

Per #5312, we're not getting many (any?) users of our Node 4 and 6 binary builds. In addition, #5296 requires upgrading to > Node 6 to fix some dependencies with security problems.

This PR removes builds for Node versions < 8, and switches the build environment to use Node 10 by default.

Remove yarn, npm is fast now, and comes with node.
