Mission takeoff almost no thrust and does not take off

On today's master (a merge of #7666 and #7690)

a VTOL takeoff and a regular takeoff from mission mode was attempted. Both failed.
RC control from posctl did function from a landed state.
Switching to mission while airborne did complete the takeoff and vtol takeoff command.

I also noticed the new 'maybe_landed' state is still in TODO for VTOL.

Could you fix this ASAP? VTOL's cannot do auto takeoff now
