[RFE] Allow Ordering of Impossible Parts In Parts Needed Dialogue

Currently parts that are deemed 'impossible' to acquire cannot be ordered from within the Parts Needed dialogue. This means that if players want to place an order for that item - for when it later becomes available - they need to manually order that part. This can be a pain, especially as some parts have to be purchased at a specific weight.
