Adds new biascorrectdownscale-precipitation WorkflowTemplate for biascorrecting and downscaling precipitation (go figure). This workflow template runs biascorrection and downscaling with parameters specific to precipitation. It also includes addition post-QDM and post-QPLAD steps to apply a cap or ceiling to precipitation datasets before automated validation (see ClimateImpactLab/dodola#164 for more details).
This cap or ceiling logic applied after QDM and QPLAD is in the
cap-max-precipitation
template. This is the major addition over the older biascorrectdownscaling WorkflowTemplate.In addition to the new WorkflowTemplate, this PR changes the e2e-pr-jobs template to use this new biascorrectdownscaling-preicipitation, instead of the old, generic biascorrectdownscaling WorkflowTemplate.
