Add tanned_pelt as another component of fur foot wraps

Balance "Added tanned pelts to the fur foot wraps recipe as alternative components as they are practically the same as patchwork fur sheets for this craft"

Purpose of change

As per #70541 if you have tanned hides, you have to cut them up to 8 fur patches only to reassemble all 8 back into a patchwork fur sheet to craft fur foot wraps. This doesn't make much sense so this pr adds the tanned hide directly as an ingredient of fur foot wraps. Closes #70541

All that's needed is to add the tanned pelts as an alternative component for fur foot wraps.

Testing

1. Created a fresh character on a new world
2. Spawned in 2 tanned pelts and unlocked all recipes through debug functions
3. Could see that the fur foot wraps recipe had the new alternative components and could craft it without any problems
