Purpose of change
Fixes #48909.
When Fletching was introduced to crafting Arrows, the author didn't want the basic ammunition recipe to be grindable for learning Fletching. So they massively reduced the learning rate to 0.1 which achieved their desired goal.
However, I don't think they thought it through fully as they have effectively killed the early game bow/arrow start. It is nearly impossible to actually craft any wooden arrows now without investing precious time/resources at the start of your game (and I mean A LOT of time/resource, grinding the craft for multiple non-stop in-game days netted me about 40 arrows and 2% Fletching skill, whilst burning through my entire wood supply).
Instead you have to level up other skills to then craft better arrows (so you can learn Fletching without the penalty) so you can then be skilled at making worse arrows.
On top of it all, the Crude Arrow/Bolt aren't even Fletched both in terms of flavour text and Recipe. I have a feeling "Fletching" was blanket added to all arrow/bolt types.
Describe the solution
Remove Fletching entirely from the Crude arrows. This allows them to still be craftable AND without them being cheesed to learn Fletching. The arrows themselves and the bows available at the same skill level aren't even that strong so I don't see this effecting balance - if anything it allows people to play their own way.
Describe alternatives you've considered
Adding another even more basic arrow, but that doesn't seem worth it due to how weak crude ammo is.
Adding some kind of material requirement and updating the description so this arrow actually has fletching. Whilst that would solve the flavour issue - it doesn't solve the weird balance issue around them being impossible to craft until you can craft better ammunition.
Adding a secondary craft for the Crude arrows that uses more time/wood but without Fletching. I didn't want to make a balance call like that but would be open to the suggestion. I was also unsure if you can have two different listings/recipes for the same output item (as opposed to just different materials in the same recipe).
Testing
Created a new character, gave myself the fab/survival skills to make arrows, harvested some branches and made some wooden arrows. I was actually able to successfully craft them without getting stuck in a failure/material loop and I didn't gain any progress towards Fletching, so I cannot cheese it to level up.
