Summary

SUMMARY: Bugfixes "Dismissed followers form new goals and dont hang around creepily."

Purpose of change

Fixes #38083

Describe the solution

after dismissing follower ( or follower leaves for another reason ) they will form new goals and go off an dfulfill them.

Describe alternatives you've considered

In the future a better framework for asking an NPC "where are you going?" and them deciding to tell you, based on trust, would be useful.

Testing

Dismissed follower, they then decided that shelter nearby looked pretty damn good, and they said seeya and started walking there.
