Describe the solution
Add NO_RELOAD flag to LAW.
AT4 uses copy-from LAW, but because it was missing that flag, both of these launchers could be reloaded.

Additional context
I didn't renamed it to M3, because there was one in same file already. (Mainly as weapon ID, but still.)
