Update codebase to align w/ latest configuration of the parent project

Problem

The codebase for our copy of the open-sdg-site-starter project is out of date and build processes are failing.

Solution

Refer to the parent project's repository, specifically, version https://github.com/open-sdg/open-sdg-site-starter/tree/256f6db3daeed1ae5c250be5d7fe84694cdb3132 that should reflect what is in this release here https://github.com/open-sdg/open-sdg/releases/tag/2.3.0. In addition to this, update the GitHub Actions workflows and local dev configuration and documentation.
