• Remove permissions from visitors to register accounts

How to install

• Make sure your instance is up and running on correct branch.
  • git checkout UHF-10765
  • make fresh
• Run make drush-cr

How to test

• Do not log in and go to https://kaupunkitieto.docker.so/en/user/login page. You shouldn't see tab to "Create a new account" and going to the url https://kaupunkitieto.docker.so/en/user/register should result to 403 unlike for example in production: https://kaupunkitieto.hel.fi/fi/user/login
• Check that code follows our standards.
