- Fix race condition bug that was likely causing many of the strange issues such as missing sectors, shorelines, icons, weird aircraft behaviour, all of which occur when a game is loaded or created
- Arrivals will now spawn at a higher altitude if there is another aircraft nearby
- Increased time between departures when there is low departure backlog
