Adding new github template files for PR and contributing guidelines #1276

@hglkrijger @boumenot @narrieta Adding github templates and Contributing Guidelines. The template file populates a template whenever there is a new PR. We can generate a similar issues template as well, which can help the users logging in the bug. Example template use: Azure/azure-rest-api-specs#3420 (comment). Also created a simple Contributing.md file, as a way for people to know about how we can accept the PRs.

The contents of the template are in .md format and can be changed while generating the PR. Please let me know if this useful or needs change.
