Where to edit it?

keyboard-layout-edit

Where to Burn it?

TKG is used to burn .eep file, you should install it in Chrome App Store.

tkg-toolkit

You can use tkg-toolkit to burn .eep file local.

In Linux, use sudo to get permission.
