Updated to allow either 2.7 or 3.0 releases, as the functionality used does not change API between versions.

Test failures are due to changes in php-cs-fixer. (grrrrrr). Will push a change shortly. |
Actually, not; master branch uses phpcs! Must be stuff failing on the master branch. Going to push fixes momentarily. |

This also updates the PHP constraint to disallow PHP 7.0.5, fixing #49.
