[Platform] All processes should be stopped when releasing an instance or deleting a universe in the on-prem flow #4953

Still needs work. Release should basically send a kill signal to the master and tserver processes on the node

Currently in review, added the stopMaster and stopTserver tasks when doing a DestroyUniverse or ReleaseInstance operation

Summary:
Stop the master/tserver on delete universe and release instance, so that if they are brought up
again, the processes won't be still running.

Test Plan: Destroy onprem universe.
