Plus clean up some other misc code issues.

  • Replace ignoreUserOptions with loadUserOptions with a default value of true
  • Replace ignoreCache with loadCache and saveCache.
  • Add version checking for cache
  • Make the rule id the default in log messages
  • Only emit fileDeleted when file was actually deleted.
