Add option --anchor-samples to usher-sampled and usher-sampled-server, and corresponding option --usher-anchor-samples to matUtils, to specify a file containing sample names that should be added to subtrees after the usual random selection. This was a feature request from influenza collaborators, so that vaccine strains could be added to subtrees to give the larger-scale context of familiar sequences.
