Unzipping mmcifs from DIALS

DIALS updated to produce zipped mmcif files which prevents data being slurped into XCE as it can't parse for unit cell etc.

G. Winter had fix but deployment issue.

Pushed through Graeme's change. Will put it somewhere for XChem staff to test before it gets put into production proper
