Improve Pro Options Panel header when logo is hidden #284

When the Comment Mail logo is hidden (which true by default in the Pro version), the header of the options pages contains a lot of unused whitespace.

My feeling is we can probably move or get rid of the "Restore" button—that button is something that will so rarely be used that I don't think it needs to be so prominent. Maybe it could be moved to the links menu instead:

Next Release Changelog:

  • UI Enhancement: Improved the nav bar at the top of the options pages to reduce unnecessary whitespace. Also moved the Restore button to the nav bar so that it's not so prominent. Props @renzms. See Issue #284.

- **Bug Fix**: Fixed a bug where the "My Comment Subscriptions" link would appear on the Add New Subscription page (when Subscribing without Commenting) and would lead to a page that displayed an error message stating that there were no subscriptions to list.
