nonTransferable property in v2.0?

separating the discussion in issue #731.

The use-case is mentioned in this comment, also there is a PR in the use-case document.

Currently, there is no agreement to define nonTransferable property in v2.0, and instead those who need this property will define a separate extension vocabulary and JSON-LD Context (comment).

The non-transferrable property can actually be specified as one particular type of Terms Of Use. It does not need to be a special credential property. I think it would be helpful to the world to standardise the type for this particular ToU
