New specs for review

find-specs has identified the following candidates as potential new specs to consider:

• https://w3c.github.io/mediacapture-viewport/ from w3c/mediacapture-viewport

Please review if they match the inclusion criteria. Those that don't and never will should be added to ignore.json, those that don't match yet but may in the future can be added to monitor-repo.json, and those that do match should be brought as a pull request on specs.json.

The spec is rather empty for the time being. At the same time, a rather empty spec isn't a big deal and the spec is a WebRTC WG deliverable. @dontcallmedom What should we do with it?

let's put it in monitor list; I hope it will fill up rapidly, but if and when that happens, I'll probably remember to move it to prod
