refactor(runner): organize code for resolveFixtures

Description

I simply extracted resolveFixtureFunction from inner for-loop of resolveFixtures closure and adjusted a few comments of two createDefer.

Hopefully this change makes the idea clearer and also helps fixing bugs and adding features around this area if there is any.
