Signed releases will occasionally be provided on a best effort approach.

• 8.2.0317: MSVC: _CRT_SECURE_NO_DEPRECATE not defined on DEBUG build
• 8.2.0316: ex_getln.c code has insufficient test coverage
• 8.2.0315: build failure on HP-UX system
