Corrected an error in the Fresnel functions

Changed from the incorrect delta functions that were provided by Wilkie and Weidlich, to the correct versions that were used by Wolff and Kurlander in "Ray Tracing With Polarization Parameters" (1990).

Also cleaned up some of the code.
