This is a task in our Initiatives Board for .vscode setting

This adds our two recommended VS Code plugins.

EditorConfig

This plugin overrides the user/workspace settings with settings found in .editorconfig

Tailwind CSS IntelliSense

Enhances the Tailwind development experience by providing Visual Studio Code users with advanced features such as autocomplete, syntax highlighting, and linting.

@nathan-schmidt-viget Not necessary for this PR, but working on WP so much... have you found any PHP related plugins that would be worth putting in the recommendations list?

@joshuapease I looked through my plugins and the only other one is PHP Intelephense but VS Code has some PHP Intelephense built in but not all of it.
I have another PHP one but it is just for WP.

@nathan-schmidt-viget Oh nice! I used that one back before switching to PHPStorm.
