The foundation role is essentially just an empty installation of the operating systems. Little to nothing should be added.

It exists because we can not aquire a snapshot from the official Ubuntu AMIs directly to work from, and also because we use a partitioned layout vs. a whole-volume slice with the filesystem directly.

Once the foundation is made, the base role is layered on top of it, and then the actual runtime roles on that.
