This exposes our dotenv loading util under a separate package so it can be used outside of Next.js, specifically to allow us to mirror the env loading behavior for
vc dev. The new package hasn't been initialized yet to allow discussing the name further, and the PR stats will fail since the package isn't published yet.x-ref: #16763
