Fix eth_estimateGas

Description

eth_estimateGas would fail for say VET transfers where no data field of the tx was needed. This is because the data field would default to 0x0 instead of 0x

Also as part of this PR renamed the env variable to turn on/off the code coverage limits in jest
And turn them off for test:integration:solo

Fixes #1826
