Можно попробовать так жить. Выносим основную логику сборки проектов в отдельную репу, тем самым избавляемся от дублирования кода.
Над только еще подумать, будем ли версионировать тегами, как мы это делаем для action или я бы предложил ограничиться commit hash'ем
