How often OSCAL JSON schemas should be updated to match latest JSON schema core spec #83

The IETF releases new JSON schema internet draft (I-D) specifications roughly every 6 months; with 6 month expiration windows thereafter. We should use this issue to discuss how often we should update JSON schema OSCAL files to match new I-Ds of the core spec. We should take into account the lag between when a new JSON schema spec I-D is released by IETF and when validation tools implement the changes. If anything, we should at least start with draft-06 (released April 15, 2017, expired October 17, 2017) which is what the current OSCAL JSON schemas are based on. We should also allow at least a 12 month window between I-D draft releases before updating the OSCAL JSON schemas. But how this would fit in with whatever overall OSCAL versioning mechanism is decided on (per #57) is up for discussion.

If we achive #125, a CI service can keep the JSON schema up-to-date when changes are made to both models. See also #133.
