This stops us creating dupe categories when a translated title is used in the CSV we're importing

Reviewed this, using a dataset from the afghan elections, solves the duplicating of categories when an import is done. |

Currently we only check categories against the entries in the category table when importing a CSV.
This changes that to check against translations too.
