Blocks cause a fatal error is the block class is missing #916

To reproduce:

Enable a plugin or theme with custom blocks (ie polaroid theme)
Enable the custom block
Disable the plugin
Hit the main page

Result: fatal error missing class xyz_block
Expected Result: Silently skip the missing block
