Resolves #3 Resolves #42

First draft of tests in ditto-reader.

Note it is branching off run-pre-commit, which is branched from the toml branch. I'm pretty sure Github is smart enough that we can merge in any order.

RNM data added to example so test suite can exercise the --rnm flag of the cli

Probably easiest to have a call so I can explain the changes in these 3 connected PRs.
