Catalog API code dependencies (e.g. in the requirements files) are way out of date. After updating for Django 1.8, we should look into updating other dependencies to later versions.

I'm closing this; we certainly need to do more dependency updates, but the updates surrounding --> Django 1.8 are done, as of merging PR #48.
