CLDR-JSON 45.0.0-ALPHA1b works.

Cannot test Unicode 16 because ICU has not cut a prerelease yet (this wouldn't be a blocker if we fixed #4602, UCD 16 is released).

Note from Mark: update the fallback algorithm according to https://cldr.unicode.org/index/downloads/cldr-45#:~:text=Changes%20to%20parentLocales,See%20Dtd%20Changes.
