ICU-22402 Add support in ICU and in the CLDR-to-ICU tool for the new …

…nativeSpaceReplacement and parameterDefault

resources for PersonNameFormatter in CLDR. Regenerated the ICU4J data resources as well as the ICU4C resources
to include the new resources.
