Seen on windows platform.

2016-04-29 06:57:18,331 (1f40) : DEBUG (logkit:13) - Fatal error happened in wt.reset: [Error 32] The process cannot access the file because it is being used by another process: u'\?\C:\Users\Bob1\AppData\Local\Plex Media Server\Plug-in Support\Data\com.plexapp.plugins.WebTools'

We need to empty the whole dict instead, sadly
